Georgia's HOPE Scholarship — funded by the Georgia Lottery — is one of the most replicated state merit scholarship models in the country. The standard HOPE Scholarship covers approximately 90% of tuition at Georgia public universities for students who graduate high school with a 3.0 GPA. The Zell Miller Scholarship provides 100% tuition coverage for students with a 3.7 GPA and a 1200 SAT or 26 ACT score. Unlike many state programs, HOPE and Zell Miller do not require FAFSA and are not income-based — they are purely merit-based, making them accessible to middle- and upper-income families who don't qualify for need-based aid. Georgia's July 1 FAFSA deadline for the following academic year is more relaxed than most states. For student-athletes, Georgia has one of the strongest SEC athletic cultures in the country — UGA, Georgia Tech, Georgia State, and Mercer all field competitive programs with significant scholarship resources.
File your FAFSA at studentaid.gov by July 1, 2026 to maximize state aid eligibility.
These programs are available to students in every state and can be stacked with Georgia state grants.

To initially earn HOPE, you need a 3.0 cumulative GPA at high school graduation. To renew it at college, you must maintain a 3.0 cumulative GPA at the end of each spring semester at 30, 60, and 90 credit hours. Falling below 3.0 suspends HOPE, but it can be reinstated if you raise your GPA at the next checkpoint.
No. The HOPE Scholarship and Zell Miller Scholarship are purely merit-based and funded by the Georgia Lottery. FAFSA is not required. However, filing FAFSA separately is still recommended to maximize federal Pell Grant eligibility, which can stack with HOPE.
The Zell Miller Scholarship covers 100% of tuition at Georgia public colleges. It requires a 3.7 high school GPA and either a 1200+ SAT or 26+ ACT score. Renewal at college requires maintaining a 3.3 cumulative GPA. It is substantially more competitive than standard HOPE.
Yes — Georgia students attending eligible private colleges in Georgia can receive a scaled version of the HOPE Scholarship. The Private School HOPE Scholarship amount is calculated as the equivalent of in-state tuition at the University of Georgia, applied toward private tuition.
