The Excelsior Scholarship covers remaining tuition at SUNY or CUNY after federal and state grants are applied, for New York families earning up to $125,000. The catch: recipients must remain full-time students and live and work in New York State for the same number of years as the scholarship received. Leaving New York converts the scholarship to a loan.
TAP is based on New York State net taxable income (from your tax return), not FAFSA EFC. Maximum TAP awards are around $5,665 per year. The income limit for dependent students is approximately $80,000 for a family (higher for larger families). You must apply via the FAFSA and then complete the separate TAP application at the HESC website.
Yes — Excelsior is designed to fill the gap after all other aid is applied. If you receive a Pell Grant and TAP, Excelsior covers the remaining tuition balance. You cannot receive more than the cost of tuition from state+federal grants combined.
SUNY Division I schools (like Binghamton and Stony Brook) offer limited athletic scholarships under NCAA rules. Most SUNY campuses compete in Division III, which prohibits athletic scholarships. However, Division III student-athletes can still receive need-based and merit aid, which can be substantial at selective SUNY campuses.
